The Morrill act was passed during the Civil War, and signed by Lincoln to provide resources to American colleges and Universities, who were obligated to sell the federal land given them to advance science and agriculture. This is the first example of U.S. government involvement in the support of science- it is interesting to noter that the greatest scientific juggernaut in the history of mankind was created by leaps like this during wartime administrations- the NAS under Lincoln during the Civil War, the NRC under Wilson in WWI, and the staggering expansion of the relationship between the fed and science during the Roosevelt administration, particularly during WWII. The Morrill act is what started it all.
